released the following statement regarding the charges filed against San Diego\'s
former City Auditor and City Manager:

\"The charges filed by the Securities and Exchange Commission (SEC) against former
City Auditor Edward Ryan and City Manager Michael Uberuaga are a victory for the
people of San Diego. For too long, there has been an improperly close relationship
between the management and auditing functions at San Diego City Hall,\" stated
Francis.

\"Now is the time to take bold, decisive action to create real independence between
the Mayor\'s Office and the City Auditor,\" Francis continued. \"I believe strongly
that a truly independent City Auditor, appointed by the Audit Committee, will help
us achieve fiscal recovery and protect taxpayers. That\'s why I was proud to speak
before the City Council on February 25th to support Councilmember Donna Frye\'s
proposal to have a truly independent City Auditor – one who is appointed by the
Audit Committee and confirmed by the Council.\"

\"With the commencement of this litigation by the SEC, I am hopeful that city leaders
will once and for all recognize we must have honesty and transparency in government
at San Diego City Hall. I am optimistic that these proceedings, which will be heard
in open court, will shine a bright light on how business has been done at City Hall,
